The Demise of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are waged: hopeful statements are delivered from different nations. Immense energy is devoted on containing specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the main instrument for achieving "settlement".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from across the border, a ability afforded by timely intelligence. From witness perspectives, defense planes that had been dispatched to counter approaching cruise missiles flew past – modern combat jets delivered to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems activated: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, presumably supplied through partner states. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly transforms into sober acceptance: possibly the hostile projectile won't cause damage this time, preventing destruction from catastrophe and additional electricity failures.

Continuous Dangers

Not long after, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.

Periodically, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, damage and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on international aid – a need that neighboring countries are demonstrably unable to fill in the immediate future.

Failed Diplomacy

The comprehensive proposal from American leadership sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new initiative from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually secure success. This trend will, no doubt, endure.

Tactical Assessments

It is tempting to accuse particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration operates on a assumption familiar among international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is unfeasible to compel Moscow to surrender the areas that it already controls in Ukraine's occupied territories.

The issue is that while recognising this factual reality, Washington does little to discourage Russia, through words or deeds, from believing that the situation will not shift further in its benefit in the near future.

Opposing Positions

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their incentive to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will persist as long as Russia's government remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but averting a total frontline collapse until circumstances change in its benefit.

Current Realities

Factually, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.

These opposing factors are guiding negotiations.

Assessment and Future

It took a only one week to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, latest revelations, all did their job.

While new initiatives based on old ideas are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and reflect specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
