The BBC committed a "major breach" of industry standards by not revealing that the narrator of a film about Gaza was the son of a Hamas administrator, as ruled by British broadcasting authority Ofcom.
An inquiry by Ofcom into the documentary titled Gaza: How to Survive a Warzone has concluded that the film was "materially misleading".
The head of the BBC had previously apologised, saying there had been "a significant failing in relation to truthfulness".
The authority has directed the BBC to transmit a evening announcement about its decisions.
"As this represents a significant violation of our rules, we are instructing the BBC to broadcast a statement of our conclusions against it on the BBC's second channel at nine o'clock in the evening, with a schedule to be determined," the statement read.
'Risk to Erode Trust'
The authority's report stated: "Our probe found that the programme's omission to reveal that the narrator's male guardian held a post in the Hamas-run authority was significantly deceptive.
"This implied that the audience did not have vital facts which may have been highly relevant to their evaluation of the narrator and the information he shared.
"Confidence is at the heart of the bond between a broadcaster and its public, especially for a state-funded media outlet such as the public broadcaster.
"This error had the potential to damage the very considerable amounts of confidence that the public would have placed in a factual film from the broadcaster about the Israel-Gaza war."
The programme was pulled from iPlayer in February after the presenter's family links were revealed, and in this past July an corporation's own inquiry concluded it infringed the corporation's editorial guidelines on truthfulness.
A representative for the broadcaster commented: "The Ofcom ruling is in accordance with the findings of the corporation's inquiry, that there was a significant failing in the documentary in relation to the corporation's content standards on accuracy, which aligns with regulation 2.2 of Ofcom's Broadcasting Code.
"We expressed regret for this and we accept the authority's determination in full. We will comply with the penalty as soon as the schedule and language are confirmed."
